# LIHTC Screening: Credit, Background & Rental History Rules | Income Restricted Apartments

## Two Separate Gates

Getting into a LIHTC unit requires clearing two gates:

1.  **Program eligibility**: your household income has to be at or below the tier’s cap.
2.  **Property screening**: the property’s tenant selection plan (credit, background, rental history) also has to clear.

Both matter. Meeting one doesn’t mean you clear the other.

## What Gets Screened

-   **Credit**: score minimums around 550-600 are common; some properties look at debt-to-income or specific negatives (bankruptcies, collections, utility judgments).
-   **Criminal background**: most exclude recent violent or drug-manufacturing felonies. Misdemeanors and older records are handled variably.
-   **Rental history**: broken leases, prior evictions, money owed to previous landlords. Lookback windows range 2-7 years.
-   **Sex offender registry**: nearly all properties exclude registered offenders under federal HUD rules.
-   **Income minimums**: some properties require 2x or 2.5x monthly rent (see

## Why Screening Varies

Each property’s tenant selection plan is set within federal fair-housing rules but the specifics are the owner’s call. Two identical 60% LIHTC units in the same metro can have very different screening bars.

## Ask for the Tenant Selection Plan

Under HUD guidance and state rules, LIHTC properties must maintain a written tenant selection plan. You can (and should) ask for it before applying. That way you know the bar.
