How HHA works, how to find voucher-friendly communities, and how we filter for properties that actually accept vouchers in Houston.
What HHA Does
Houston Housing Authority (HHA) is the metro’s PHA. It runs:
- Public housing communities across Harris County
- The Housing Choice Voucher (HCV) program
- Some project-based Section 8 units
- Various homeownership and supportive programs
Getting an HHA Voucher
Getting a voucher is a HHA process:
- Apply when HHA opens its HCV waitlist (announced in advance)
- Wait for your turn (often years, sometimes shorter with preferences)
- Complete voucher intake once you’re pulled from the list
- Receive your voucher with a term (typically 60-120 days) to lease up
We don’t administer this. It’s between you and HHA.
Using Your HHA Voucher
Once you have the voucher, our work begins:
- Identify Houston-area communities that actually accept vouchers
- Match you against each community’s tenant selection plan
- Coordinate the Request for Tenancy Approval (RFTA)
- Follow up on the Housing Quality Standards (HQS) inspection
- Rebate your application fee on approval
Why Acceptance Varies in Houston
Houston’s inventory is huge, and voucher acceptance is voluntary for most private landlords. That produces three patterns:
- Truly voucher-friendly: routinely process applications
- Listed as friendly, actually declines: filter them out
- Voucher-required: dedicated units at specific properties
